First, they need to be mindful of how their activities fit into the schedules of their target populations.

Inadequacy of Conceptual Approaches Although these knowledge gaps may be frustrating to institutions attempting to design and implement participation-building strategies, they are probably inevitable. Neither policymakers nor practitioners are ever likely to have complete information on which to base their decisions. A more important—and potentially remediable—problem is the apparent failure of most theoretical approaches to capture the complexity of the process people go through in deciding whether to participate in the arts.

Organizations do not all emphasize the same artistic missions. Some emphasize the creative aspect of their art form by stressing training and creativity and putting the individual participant at the center of their activities. , those who are self-focused and oriented toward enrichment and fulfillment (see Chapter Two’s discussion of motivations).
